MP High Court Issues Non-Bailable Warrant Against Panna Collector Usha Parmar

The Madhya Pradesh High Court has issued a non-bailable warrant against Panna district collector Usha Parmar to secure her presence and ensure compliance with a court order. Justice Vivek Jain stated that without the warrant, it would not be possible to secure the respondent's cooperation. The warrant will be executed through the superintendent of police, Panna, with Parmar directed to appear before the court on September 30, 2026.
Parmar had sent a letter dated October 5, 2025, to the High Court registrar acknowledging receipt of notices in the contempt petition and confirming appointment of a contact officer. However, the court found no further action was taken, indicating an intent to avoid contempt proceedings. On August 13, 2025, the High Court had directed the collector to decide within 90 days on a representation concerning service classification as "Sthai Karmi".
