Why charging for UPI changes the math

Introducing merchant discount rates (MDR) on Unified Payments Interface transactions could alter the economics of India's digital payment ecosystem significantly. If the fees collected exceed the economic value generated by increased payment adoption, the net outcome may be counterproductive.
While higher MDR revenue would strengthen the financial sustainability of the UPI system itself, such charges risk shifting costs that currently drive broader economic activity. The critical question is whether the additional revenue gained justifies potential losses in payment volume and merchant participation elsewhere in the economy.
