Uttar Pradesh Expands ITI Network, Clears ₹3,634-Crore Skill Development Plan to Boost Industry-Ready Workforce

The Uttar Pradesh government has accelerated its focus on vocational education by approving a major expansion and modernisation programme for Industrial Training Institutes (ITIs), aimed at preparing young people for jobs in advanced manufacturing, engineering and emerging technology sectors.
The initiative is part of the state's broader strategy to strengthen technical education and bridge the gap between industry requirements and workforce skills. Officials believe the upgraded training ecosystem will improve employment opportunities for thousands of students every year.
Uttar Pradesh already has one of India's largest vocational education networks, with 286 government ITIs and more than 3,000 private institutes offering a wide range of technical and non-technical courses. These institutes function under the State Council for Vocational Training, Uttar Pradesh (SCVTUP) and follow training standards prescribed by the Directorate General of Training (DGT).
Students currently receive training in several trades, including electrician, fitter, welder, machinist, turner, motor mechanic and computer operator and programming assistant (COPA), among others.
To modernise the system, the state government has partnered with Tata Technologies Ltd. In the first phase of the project, 149 government ITIs were upgraded with advanced machinery, digital classrooms and modern laboratories designed to meet the demands of Industry 4.0.
Building on that initiative, the state Cabinet has now approved the second phase, which will modernise 62 additional government ITIs. The upgraded institutes will feature new technical laboratories and offer 11 long-term and 23 short-term industry-oriented training programmes aligned with evolving industrial needs.
The expansion project carries a total investment of more than ₹3,634 crore, with Tata Technologies contributing approximately ₹2,851 crore, while the Uttar Pradesh government will invest over ₹783 crore.
According to the state government, the upgraded facilities are expected to provide specialised training to nearly 12,500 students annually, enhancing their employability in sectors driven by automation, digital technologies and advanced manufacturing.
To strengthen the programme further, the government has approved the recruitment of 1,065 personnel, including 171 workshop instructors and 894 trainers, to support the new infrastructure and expanded curriculum.
In addition, five Centres for Innovation and Incubation will be established within the ITI network to encourage research, entrepreneurship and innovation while providing students with exposure to modern industrial practices.
Officials say the initiative is designed to make vocational education more relevant to current market demands by improving infrastructure, updating training modules and increasing collaboration with industry. The government expects the programme to produce a highly skilled workforce capable of supporting Uttar Pradesh's growing manufacturing base while contributing to India's broader skill development and industrial growth objectives.
