2025-26 SIR marks first time voter numbers decline, reversing trend from all eight prior revisions

The 2025-26 Special Revision of the electoral rolls (SIR) represents an unprecedented shift in India's electoral history. All eight prior intensive revisions of electoral rolls—conducted in 1952-56, 1958-61, 1965-66, 1983-84, 1987-88, 1993, 1995, and 2002-04—resulted in an expansion of the voter base.
This latest revision, however, has seen voter numbers shrink for the first time across a nationwide or multi-region rollout. The decline departs markedly from the consistent upward trajectory of registered voters in every previous Special Revision exercise spanning over seven decades.
The reasons behind this contraction and its implications for electoral participation remain under scrutiny. Election officials and analysts are examining whether the decline reflects demographic shifts, data cleanup efforts, or other administrative factors in the ongoing electoral roll management process.
