BRICS Declaration Condemns Jammu & Kashmir Terror Attack, Calls for Zero Tolerance

Prime Minister Modi secured inclusion of terrorism concerns in the New Delhi BRICS Declaration. The joint statement condemned "in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured." Though Pakistan was not named, the declaration reaffirmed commitment to combating terrorism in all forms, including cross-border terrorist movement, financing, and safe havens.
The Declaration emphasised "zero tolerance for terrorism" and rejected "double standards in countering terrorism." It stressed that terrorism should not be linked to any religion, nationality, or ethnic group, and called for accountability and justice for all involved in terrorist activities under international law.
The statement welcomed the BRICS Counter-Terrorism Working Group's activities and called for expeditious adoption of the Comprehensive Convention on International Terrorism in the UN framework, along with concerted action against all UN-designated terrorists and entities.
