MoRTH plans higher-power low-speed EVs without registration requirement

India's Ministry of Road Transport and Highways is drafting new rules for low-speed electric vehicles that would increase the permitted motor power from 250W to 600W and eliminate the 60-kg weight restriction. The vehicles would continue to be exempted from registration requirements under these revised guidelines.
The proposal has divided industry stakeholders. Full-service original equipment manufacturers like BGauss view the changes as opening a larger market opportunity. However, operators such as Yulu have raised concerns that heavier vehicles could exploit the exemption and operate outside the Vahan tracking system, potentially creating regulatory loopholes.
