NIA files chargesheet against two for Pakistan-backed terror plot targeting Punjab and Delhi

The National Investigation Agency has filed a chargesheet against two individuals in a Mohali special court for allegedly planning terror attacks via the India-Pakistan border. According to the NIA, the accused were plotting to smuggle IEDs, weapons and heroin from Pakistan to execute large-scale terror operations.
The chargesheet names arrested accused Shubham Kumar and absconding Jasweer Chaudhry. Both face charges under UAPA, BNS, Explosives Act, Arms Act, NDPS Act and Railways Act. Kumar was arrested in February 2026 after Amritsar's State Special Operations Cell recovered a live IED, pistol, ammunition, mobile phone and heroin from his possession.
The NIA investigation revealed a Pakistan-based handler was directing the supply of weapons and explosives across the border through Indian associates. Kumar was allegedly tasked with planting a timer-activated IED on a passenger train. The probe found the conspiracy extended beyond a single location, with attack plans in multiple cities including Punjab and Delhi.
