SC-Appointed Panel Opens Portal For Jantar Mantar July Violence Complaints

The Supreme Court-constituted High Powered Enquiry Committee (HPEC), headed by former Justice R. Subhash Reddy, has begun inviting complaints and representations from people affected by violence at Jantar Mantar in Delhi and other cities during July protests. The committee has launched a dedicated portal at http://hpec.nic.in to facilitate submissions from affected individuals, including police personnel.
The five-member HPEC has been tasked to examine all aspects of incidents relating to the violence that occurred during protests over alleged exam irregularities. The enquiry will focus on issues specified in the Supreme Court's orders dated August 18 and September 10, 2026. Priority will be given to matters concerning the use of pellet guns, targeted violence and harassment of female protestors, and excessive violence or destruction of property.
The portal is designed to protect vulnerable witnesses and maintain confidentiality of identities if desired by complainants. Affected persons can upload complaints and representations using designated formats. The portal also allows individuals to provide information or suggestions related to the enquiry. Those preferring to submit materials physically can do so at the HPEC office at Shiksha Sadan in New Delhi.
