Bihar Govt Suspends Two IAS Officers In Major Tender Scam Linked To Rishu Shree Network

The Bihar government has taken disciplinary action against two senior Indian Administrative Service (IAS) officers after their names emerged in a widening investigation linked to an alleged large-scale tender manipulation and money laundering network.
The suspension follows a probe by the Special Vigilance Unit (SVU), which has been investigating irregularities connected to contractor Rishu Shree, also known as Rishu Ranjan Sinha. The contractor is accused of orchestrating a system of influence and financial inducements to secure government contracts.
SVU Action Deepens After ED Input
The case initially gained momentum after Enforcement Directorate inputs pointed towards suspected financial misconduct and irregular tender processes. Acting on these findings, the SVU launched its own investigation, leading to the arrest of Rishu Shree and subsequent expansion of the probe.
Authorities allege that the contractor used his network to influence decision-making in government departments while securing lucrative contracts through questionable means.
IAS Officers Under Scrutiny
The two officers suspended by the Bihar government are 2017-batch IAS officer Yogesh Kumar Sagar and 2014-batch IAS officer Abhilasha Kumari Sharma. Both are now facing allegations linked to money laundering and misuse of official position.
Investigators claim that the contractor allegedly extended benefits to the officers in various forms while maintaining close professional ties with them during their postings in the state administration.
Alleged Foreign Trip Under Investigation
One of the key aspects under scrutiny involves an overseas trip reportedly facilitated for officer Yogesh Kumar Sagar and members of his family. According to officials, the travel included visits to multiple European destinations and was allegedly funded by the contractor.
The expenses, estimated at several lakh rupees, are suspected to have been covered as part of a larger pattern of inducements linked to the tender allocation process.
Probe Expands Across Departments
The SVU is now examining whether additional officials were involved or benefited from the alleged network. Investigators are reviewing tender files, financial transactions, and communication records to map out the full extent of the operation.
Officials have indicated that the inquiry may widen further as more evidence is analysed, particularly regarding the functioning of procurement systems within key state departments.
Arrest and Custody of Contractor
Rishu Shree was taken into custody after being summoned for questioning and is currently lodged in judicial custody at Beur Jail in Patna. Authorities acted after receiving intelligence that he might attempt to leave the country.
He has been booked under provisions related to corruption and money laundering, and investigators are continuing to trace financial flows linked to his business operations and alleged shell arrangements.
The investigation remains ongoing, with authorities suggesting that more administrative names could emerge as the case develops.
