India proposes three-part Russia-Ukraine truce plan; Ukraine calls it 'most comprehensive'

India has put forward a three-part truce proposal for Russia and Ukraine aimed at halting attacks on energy facilities and critical infrastructure, maintaining grain and energy flows through Black Sea ports, and ending strikes on commercial shipping. External Affairs Minister S Jaishankar conveyed the proposal to Ukrainian leadership during his Kyiv visit on 3 September.
The Indian initiative covers broader ground than separate peace plans from Egypt, Türkiye and the United States. While those proposals focused primarily on grain shipments or energy ceasefires, India's plan addresses infrastructure protection, commodity supply continuity and commercial vessel security. The proposal has particular relevance given recent attacks affecting Indian seafarers and energy supplies.
Ukrainian Foreign Minister Andrii Sybiha described India's proposal as the "most comprehensive" among four international peace initiatives currently under evaluation. Ukraine indicated willingness to consider the Indian plan, marking a significant diplomatic engagement in New Delhi's efforts to facilitate conflict resolution.
