Maharashtra Plans to Use 6.17 Crore Tonnes of Fly Ash in Eastern Region Road Projects

Mahagenco and the Maharashtra State Road Development Corporation (MSRDC) have signed a memorandum of understanding to use an estimated 6.17 crore metric tonnes of fly ash in expressway and mineral transportation corridor projects across eastern Maharashtra. The work is slated to run from January 2027 to December 2028. The agreement was signed in the presence of Minister of State for Energy Meghna Sakore-Bordikar, with Mahagenco Chairman and Managing Director Radhakrishnan B. and MSRDC Vice-Chairman and Managing Director Anilkumar B. Gaikwad signing on behalf of their organisations.
Fly ash from Mahagenco's Koradi, Khaparkheda and Chandrapur thermal power stations will feed four projects: the Nagpur-Gondia, Bhandara-Gadchiroli and Nagpur-Chandrapur expressways, and the Navegaon More-Surjagad mineral transportation corridor. The Nagpur-Gondia expressway is expected to need 2.09 crore tonnes, the Bhandara-Gadchiroli and Nagpur-Chandrapur routes 1.14 crore and 2.79 crore tonnes respectively, and the mineral corridor about 15 lakh tonnes. Supply will come from Koradi or Khaparkheda for Nagpur-area projects and from Chandrapur for projects in that region.
The quantities are indicative and may change with technical requirements, site conditions and availability. Separate tripartite agreements involving the power stations, MSRDC and authorised contractors will settle project-wise volumes, collection schedules, transport arrangements and financial terms.
The initiative is aimed at reducing the environmental and operational risks of long-term ash storage and supporting road infrastructure growth. It also backs the goal of full fly ash utilisation set under a Centre notification of December 31, 2021, and the state's fly ash utilisation policy issued on September 19, 2025. The MoU remains valid until March 31, 2032, or until the projects are completed, whichever comes first, and can be extended with the approval of both bodies.
