Romania's blood-for-bonds scheme raises $604 million amid global hunt for funds
Romania has launched an unconventional fundraising initiative linking blood donation to government bonds, attracting retail investors with yields above standard rates. The blood-for-bonds program has mobilised $604 million since its 2025 launch, simultaneously tackling the country's blood supply challenges.
As governments globally grapple with rising deficits, policymakers are turning to creative incentives to tap household savings. Strategies include special bond yields, marketing campaigns and tax breaks designed to encourage retail participation in government securities.
The Romanian model combines a public health objective with fiscal necessity, offering donors preferential access to bonds while strengthening blood inventory reserves.
