Understanding UPI MDR: Who Pays and Who Benefits

India's digital payments ecosystem is set to undergo changes with the introduction of Merchant Discount Rate (MDR) on UPI transactions. The new system will impose charges on certain UPI payments while keeping others free, creating different cost structures for various transaction types.
Banks and payment platforms stand to benefit significantly from MDR implementation, as they will earn revenue from processing fees. However, the structure differentiates between transaction categories—some remain exempt to protect consumer interests and maintain UPI's accessibility, while others attract charges to create revenue streams for financial institutions.
