Aadhaar-RC Name Mismatch Rule Stalls Vehicle Transfers Across Maharashtra

A revised VAHAN 4.0 workflow requiring Aadhaar authentication for vehicle ownership transfers and No Objection Certificates has disrupted RC processing across Maharashtra for around 15 days. The system flags name-mismatch errors when details on the Registration Certificate differ slightly from Aadhaar records—even minor spelling or sequencing variations—preventing online applications from being completed.
The issue particularly affects used-vehicle buyers who complete purchases only to discover transfers cannot proceed due to name discrepancies between the previous owner's RC and Aadhaar. Vehicle owners must correct Aadhaar details before authentication, often requiring repeated RTO visits. Pune's RTO alone processes around 1,000 RC transfer applications daily; statewide numbers run into several thousand.
Transporters' associations have approached the Pune RTO seeking relief, arguing that requiring exact name matches creates unnecessary difficulties when both documents legitimately belong to the same person.
