Maharashtra's Special Electoral Roll Revision Reveals Sharp Urban-Rural Divide in Form Collection

Urban constituencies across Maharashtra, particularly in Mumbai, Thane, and Pune, have recorded among the highest rates of uncollectible enumeration forms during the Special Intensive Revision (SIR) of electoral rolls, according to data released by the Chief Electoral Officer on Friday. Rural and tribal constituencies, by contrast, have emerged as top performers in form collection.
Bhiwandi East in Thane recorded the highest uncollectible rate at 49.10 per cent, followed by Colaba in south Mumbai at 46.97 per cent. Khadakwasala in Pune stood at 46.57 per cent, while Nalasopara in Palghar reported 46.36 per cent. The state overall saw more than 21 per cent of SIR forms classified as uncollectible—forms that could not be collected or digitised—revealing a stark contrast between densely populated urban seats and rural constituencies.
