Mumbai's Redevelopment Boom Straining Infrastructure, Experts Warn

Mumbai and its metropolitan region are facing mounting pressure from relentless urban expansion fuelled by high-rise redevelopment and liberal Floor Space Index policies, according to experts speaking at a seminar held at the Mumbai Press Club on Thursday.
Speakers at the event "Towering Crisis: The City We Are Rebuilding", organised by NatConnect Foundation, warned that decades of unplanned development are straining existing infrastructure, water resources and open spaces. Gurbir Singh, a veteran journalist and founding member of housing rights organisation Nivara Hakk, said the redevelopment spree had become unsustainable, with housing complexes growing taller while roads remain narrow and water scarcity worsens.
Debi Goenka, Executive Trustee of Conservation Action Trust, argued that the development trajectory was ignoring the city's ecological limits while primarily benefiting builders and politicians. He noted that the base Floor Space Index has been increased from 1 to 4, questioning whether such growth follows scientific principles and respects the city's carrying capacity. The discussion also touched on urban sprawl extending into neighbouring districts of Thane, Palghar and Raigad.
